Water Permitting Specialist

 
Position: Water Permitting Specialist
Location: Southern California, Rosemead, LA Basin

​
​Orion Managed Services, LLC is hiring water media permitting specialists. This is a full-time position. Some overtime and weekend work may be required. Successful candidates will have 5 to 7 years of permitting experience with Army Corps of Engineers (ACOE) 404 Individual and Nationwide permits. Candidates should also have experience preparing permit applications and supporting documentation for Clean Water Act 401 certifications and California Department of Fish and Wildlife (CDFW) 1602 Streambed Alteration permits. Special emphasis is placed upon experience with the CDFW 1602 permitting process. Prior experience conducting wetlands delineations is a plus.

Applicants should have a combination of experience that includes most or all of the following: Conducting, CEQA and NEPA document preparation and permit development. Experience conducting biological baseline surveys, pre-construction surveys, biological monitoring, post-construction mitigation monitoring and reporting and permit closeout is a plus. Some interaction with agency representatives may occur.

Responsibilities:
  • Permit application development, preparation, oversight, and review

  • Some interaction with agency representatives may occur
  • Oversee:
    • biological baseline surveys and wetlands delineations
    • Pre-construction surveys
    • Biological and water quality monitoring
    • Post-construction mitigation monitoring and reporting

Requirements:
  • At least 5-years prior experience and demonstrable proficiency conducting water media permitting and compliance activities
  • 4-year degree in biology, natural resources, or related field
  • Driver’s license
  • ​Experience driving off-road and with 4-wheel drive vehicles
  • Ability to work outdoors in inclement weather and to hike and walk over rough terrain in mountainous areas
  • Ability to identify wetland obligate vegetation and to conduct wetlands delineations
  • Competence with laptops, tablets, smartphones, and Microsoft Office
  • Strong interpersonal skills, ability to resolve problems and to work with stakeholders
  • Strong written and verbal communication skills
  • Ability to pass a preemployment background check and drug screening
  • Ability to travel
  • Ability to work overtime and occasionally to work weekends

Desired:
  • Master’s degree in biology, natural resources or related field
