Vegetation Management Inspector

 
Position: Vegetation Management Inspector
Location: Humboldt, Mendocino, Lake, and Sonoma Counties


​Orion Managed Services, LLC. (Orion) is hiring entry level Foresters or Environmental Scientists as Vegetation Management Inspectors. These are full-time, hourly positions under Union agreement with the International Brotherhood of Electrical Workers (IBEW). Some over-time and weekend work may be required. Qualified individuals will hold two or four-year degrees in a related field (biology, botany, horticulture, forestry, ecology, natural resources, environmental studies). Positions are 100 percent field-based and require the ability to relocate to assigned geographies for extended durations of time and the ability to periodically relocate as assignments change. Work locations will generally be in foothill communities of the Sierra Nevada Mountain and Coastal Mountain ranges of California.

Candidates will demonstrate ability to quickly become proficient at data collection using mobile electronic data capture devices. Initial field assignments will be to conduct urban forestry practices in and around high-voltage utility lines and be able to conduct surveys and inspection of electric system rights-of-ways to determine vegetation management and clearance requirements for encroaching vegetation and hazard trees, with minimal supervision.

​Vegetation Management Inspectors will perform a variety of vegetation management duties under the leadership of a supervisor, job duties are outlined below.

Primary Duties:
  • Patrolling: perform circuit patrols in accordance with the annual VM plan, VM patrol standards and processes. identifying required tree work along the existing PG&E rights-of- way; prescribing tree work to be performed; document inspection done.
  • Notifying property owners/agencies when tree work will occur and obtaining any necessary authorizations from the property owners/agencies to perform the tree work.
  • May do work verification inspections of locations for tree work completion.
  • Tree-Related Outages: May perform investigation and documentation of tree-related outages and attending outage meetings as requested.
  • Tag Work: When assigned perform tracking, field checking, prescribing of work, and notifying of customers associated with non-routine locations. These locations may come from Electric Corrective (EC/LC) notifications, Gas OCW notifications, Customer Care & Billing (CC&B) Cases, or as assigned. Close out CC&B cases in the field after fielding the case.
  • Emergency Response: May support emergency response such as directed by OEC, or level one operations. Such as dispatching tree crews, field checking sites, first responder stand-by agreements.
  • Primarily works independently as instructed by Supervisor.
  • Supports oversight of vegetation projects, including field operations such as tree assessment, tree trimming, and other work as required.
  • Supports the compliance with vegetation management program scope, contract adherence, and PG&E standards and specifications over the entire PG&E service territory.
  • Participates in Contractor safety and tailboard meetings to ensure crews follow Company and regulatory (e.g. OSHA) safety, standards and work procedures. Vegetation Management Inspectors are authorized and expected to suspend Contractor work when necessary.
  • Acts as a customer relations representative on behalf of PG&E.
  • On site supports the coordination between Contractors, Communities, Agencies, First Responders, and all other PG&E workgroups & stakeholders that may be involved in the successful completion of the vegetation project.
  • Ensures compliance with all applicable regulations which may include, but are not limited to: Annual permits, Encroachment permits, Traffic Control Plans, railroad permits, Caltrans permits, and environmental protection measures as documented on Environmental Release to Construction.
  • Proficient in electronic devices and documentation proficiency. As assigned, completes electronic and paper- based documentation and reporting.

All VM Inspectors are required to complete the following training:
  • 911 Standby training
  • Pre-Inspector Structure Learning Path (SLP)

Pre-Inspector Manager

 
Position: Pre-Inspector Manager

Orion Managed Services, LLC is hiring Pre-Inspector Managers (PIMs ). These are full-time, hourly positions on Orion’s professional career track. Some overtime and weekend work may be required. Qualified individuals will possess:
  1. International Society of Arboriculture (ISA) arborist certifications and Tree Risk Assessor Qualification (TRAQ) or
  2. Shall have a Certified Tree Safety Specialist (CTSP) qualification or
  3. Shall be able to obtain one of these qualifications within the first 6 months of employment.

Candidates should also have a minimum 2 years of prior tree crew experience, ideally for utility vegetation management.  Candidates will have strong competency doing arboriculture work in and around high-voltage utility lines and be competent to supervise crew members who are responsible for pre-inspection of electric system rights-of-ways to determine vegetation management and clearance requirements for encroaching vegetation and hazard trees. Ideal candidates will also possess ISA arborist certificates as Utility Specialists and/or be certified as Master Arborists and have tree risk assessment qualification certifications (TRAQ). Certificates as climbing specialists and aerial lift specialists are a plus.

PIMs will oversee 5 to ten field arborists that will be responsible to assess vegetation encroachment and hazard trees within utility rights-of-ways. Working knowledge of stand-off distances (i.e., Minimum Violation Clearance Distances) for electric transmission and distribution power lines is a prerequisite. PIMs will document variances in accordance with utility standards and procedures and ensure data quality, accuracy, completeness, consistency, and daily production rates of their crews. Supervising Utility arborists will also be responsible to ensure their crews properly identify and document hazard trees both within and outside utility rights-of-ways. Candidates will identify crew data errors and deviations from utility standards and will identify corrective measures and train and coach their crews to meet a 98-percent accuracy rate for assessing vegetation management needs against utility standards.

A critical component of the PIM position is to ensure that their assigned crew members are effective at outreach to utility customers for requests for access to private property. PIMs will also ensure timely and effective follow-ups and ensure that customer experiences are positive. PIMs will coach their crews for effectiveness with customers and will also intervene to resolve customer concerns. Hazard trees will be assessed against utility standards and in accordance with utility procedures. Strong candidates will display good written and verbal communication skills.

Construction Manager

 
Orion Managed Services, LLC. (Orion) is hiring Mid-Level and Senior Construction Managers for our Rancho Cordova and Fairfield offices. Qualified individuals will support construction, remediation, and demolition projects associated with utility, power, substation, transmission, and distribution projects. Other projects will include facility remediation, demolition, and redevelopment for oil and gas, chemical, manufacturing, municipal, military, and mining clients. The successful candidate will demonstrate mastery of construction means and methods, scheduling and cost estimating. Candidates will demonstrate ability to work collaboratively with multi-disciplinary teams, to provide oversight to a multitude of construction contractors / trades and to safely deliver high-consequence projects on-time, on budget and within scope. Experience conducting constructability reviews, value engineering and acting in an owner’s agent capacity are all desired. Senior candidates will also lead development of new scopes of work, responding to bids, reviewing estimates for constructability and cost feasibility and will lead development of bid specification documents on behalf of Orion’s clients. RESPONSIBILITIES:
  • Serving as a Construction Manager of Orion or Client site work
  • Coordinating daily site activities with contractors, reviewing scope documents against project activities, coordinating with the contractor’s site personnel and project manager for daily tasks and schedules, documenting field work progress.
  • Planning and oversight of assigned projects.
  • Developing scopes of work, assessing scope alternatives, performing constructability reviews, and supporting project cost estimates.
  • Attending bid interviews with clients as well as subcontractors
  • Participating in client progress meetings, maintaining safe and compliant jobsites, and preparing final reports.

  • Field Superintendent (10+ years) may be considered in lieu of related degree.
  • Experience with construction sites, managing field execution and preparing scope requirements and review of work plans.
  • Strong team leadership, communication, organizational skills.
  • Provide excellent client service and detailed project deliverables.
  • Workplan and report writing skills.
  • OSHA 40-hour HAZWOPER training or current 8-hour refresher certificate.
  • OSHA 30-hour Construction, 8-hour OSHA Supervisor Training is a plus.

  • Assist with various internal and external reporting requirements, including debt covenants, property renditions, etc.
  • Coordinate and direct the preparation of project/program budgets and managerial forecasts
  • Review entries for asset liabilities, revenue, and expenses monthly with Operations Management staff
  • Record month-end accruals as necessary with AP Supervisor. Direct and oversee the quarterly/annual close process with an emphasis on accuracy and timeliness
  • Lead development of corporate fiscal budget and cashflow plan
  • Coordinate w/ Corporate controller on annual review with outside CPA firm
  • Emphasize process improvement, efficiency, and accountability
  • Establish and enforce proper accounting methods, policies, and principles
  • Produce reports for business taxes such as unsecured property and business licensee gross receipts tax
  • Oversee fixed asset schedule, create amortization schedule for financed assets
  • Streamline and manage future software integrations
  • Manage, organize, and complete invoice data entry into client systems and prepare invoice backup.
  • Manage and ensure data accuracy for expense reports, reimbursable expenses, and other corporate expenditures  
  • Ensure expense, reimbursable, mileage, payroll, and other employee payments are entered into corporate accounting system

Job Requirements:
  • Degree in Accounting/finance
  • Excellent attention to detail, and verbal/written skills
  • Experience with prevailing wages and certified payroll
  • Extensive knowledge of the payroll lifecycle, including preparation, balancing, job cost, and payroll taxes
  • Minimum 5 years construction accounting experience
  • Prior supervisorial/managerial experience
  • State apportionment experience
  • Subject matter expert in accounting fundamentals in accordance with GAAP
  • Thorough understanding of construction and professional services contracts, budgets, and administration
  • Must report to Wilmington office on a 5-day per week basis. Work from home can only be accommodated on an infrequent basis.

Orion Managed Services, LLC is hiring hazardous materials and waste management specialists. These are full-time positions. Some overtime and weekend work may be required. Successful candidates will have 1 to 7 years of hazardous materials and waste management compliance and materials manifesting experience. Candidates will be familiar with RCRA, CERCLA, DTSC, DOT and EPA requirements related to hazardous material waste generator documentation and reporting requirements. Prior experience preparing waste manifests is a plus.

Applicants should have a combination of experience that includes most or all of the following: Waste manifest preparation, chain-of-custody logs, hazardous material classification and reporting, compliance reporting, waste manifest tracking and regulatory filings and annual reporting. Some interaction with agency representatives may occur.
